These are not the same question wearing two labels. A transit reading needs where you are living now, not where you were born, since transits are read against your natal Moon regardless of your location but their felt timing and local factors are current-life facts. Conflating the two, which many tools do by only asking once, produces a transit reading anchored to the wrong place.

Unknown Time: What Actually Happens When You Choose It

The form includes an honest option for when birth time is not known, rather than forcing a guess. When that option is selected, the computation falls back to a solar chart convention, noon, which is stated as a convention and not offered as a discovery.
